Latvia’s Open Data Platforms and Digital Libraries
A list of open data platforms and digital libraries you want to know about when researching or reporting on Latvia.
Among the Baltic States, Latvia’s datasets are the least friendly to non-Latvian-speakers. Some platforms are Latvian only—their English language version ends with a front page. Translated information, with a few exceptions, is very limited. Latvia’s list encompasses: statistics and open datasets; databases of legal and historical documents; election data; company and civil servant registers; geospatial collections; and a database dedicated to cultural objects.
This is not a complete list, but rather a curated set of the most important and user-friendly sources of information available. We compiled it thinking about relevance to journalists and media makers as well as accessibility criteria. All entries are part of a commons owned collectively by Latvia’s citizens, except if noted otherwise.
Official Statistics Portal contains general statistics from all the sectors and corners of Latvia. It also includes interactive maps and focused reports presenting specific data, for instance, on the labour market, migration, or gender equality. The data is managed by Latvia’s Ministry of Economics.
Latvia’s Open Data Portal holds almost a thousand datasets from over a hundred sources—Latvian state institutions and public organisations. While the site has an English version, most content remains in Latvian. The platform is managed by the State Regional Development Agency.
Likumi.lv is a database of legal acts and regulations that stays attentive to their amendments. The English version of the site has limited functionality. The database is owned and managed by the state-owned limited liability company Latvijas Vēstnesis.
E-lieta.lv is a courts’ administration platform that provides access to case materials, rulings, progress reports, and court calendars. Although the site has an English version, some content is available only in Latvian. The platform is managed by Latvia’s Courts’ Administration.
The National Archives homepage offers access to inventories, the all-encompassing archive of Latvia-related visuals, and some specialised datasets, such as the collection of KGB documents, or records of Soviet mass deportations. It is managed by Latvia’s Ministry of Culture.
Digital Library covers a whole spectrum of Latvia’s cultural heritage. The service is managed by the National Library of Latvia and it provides access to multiple collections of books, articles, audio and video recordings, cultural objects, photography, drawings, and posters.
The Information Website of the Enterprise Register contains information on the managers, beneficiaries, means of collateral, insolvency, and other data on legal entities registered in Latvia. Information on natural persons and historical data is available to registered users only. The Register of Enterprises is supervised by Latvia’s Ministry of Justice.
The Open Data Page of the Geospatial Information Agency offers topographic, satellite, and orthophoto maps of Latvia. It also includes open data on specialised subjects, such as on restricted zones near military airfields and Latvia’s place names dataset. The platform is managed by the Cabinet of Ministers of the Republic of Latvia.
LVMGEO is Latvia’s largest geospatial data collection and mostly contains information relevant to forest management: infrastructure, forest ownership, recreational areas, and fire risks. However, it also includes some open data, such as datasets for Latvia‘s administrative divisions, streets, addresses, and historical topographic maps. It is operated by the state-owned joint-stock company Latvia’s State Forests.
Civil Servants Declarations Database provides details on income, savings, real estate, stocks, and bond ownership of individuals working in official state positions and other information relevant to their service. The database is managed by Latvia’s State Revenue Service and is only available in Latvian.
Central Election Commission offers data on voters and election results, annual reports, and other publications. However, they are available only in Latvian. The data is managed by the public institution Central Election Commission.
Revenue Service’s Database provides general information on taxes in addition to specific data on distinct types of taxpayers—politicians, civil servants, and public benefit organisations. The collection is comprehensive, but its navigation requires knowledge of Latvian. It is managed by Latvia’s State Revenue Service.
Mantojums.lv is the cultural objects database and includes all state-protected cultural monuments: landscapes, industrial heritage, artworks, memorials, and any architecture of national significance. Its navigation requires knowledge of Latvian and it is managed by the National Cultural Heritage Administration.
